There is no single padlock that is best for every situation. The right padlock depends on how and where it will be used. For some people, the “best” padlock is the strongest one, able to resist cutting and forced entry. For others, the best padlock is the one that survives harsh weather for years without seizing, rusting or failing.
In this guide, we outline what we consider the best options in terms of pure security strength and maximum weather resistance.

What Makes A Padlock Strong?

Padlock strength is measured using the CEN rating (BS EN 12320), a European security grading system from CEN 1 to CEN 6.

  • CEN 1 is basic/light use

  • CEN 6 is maximum resistance to attack

Testing includes sawing, cutting, bolt cropping, pulling, twisting and drilling. As the grades increase, the security improvement is not linear. For example:

  • CEN 6 is roughly twice as strong as CEN 5

  • CEN 6 can be over 50 times stronger than CEN 1

So when strength is the primary concern, the padlock must achieve CEN 6.

Both of these padlocks represent the top end of physical security. They are used on industrial facilities, heavy plant, gates, warehouses, shipping yards, perimeter security and other areas where forced entry is a realistic threat.

These locks also use restricted keyways. The keys are legally protected, so unauthorised duplication is not possible. Even if someone has access to the lock, they cannot simply get another key cut.

Why The Strongest Lock Isn’t Always The Best Outdoors

Hardened steel is extremely strong, but it is also prone to rust, especially in wet or coastal environments. Even with good maintenance, a high-security hardened steel padlock may eventually seize if left outside without regular lubrication.
For extreme weather, a different metal is needed.

What Makes A Padlock Weather Resistant?

For a padlock to withstand long-term outdoor exposure — especially near the sea — it must be non-corrosive inside and out.
This means:

  • Stainless steel body

  • Stainless steel shackle

  • Corrosion-resistant internal components

  • Sealed keyway to prevent salt and grit entering the mechanism
